Using U.S. Department of Veterans Affairs (VA) education benefits at Baylor comes with one recurring responsibility: certifying your enrollment each semester with the right office. This page is built to get you there quickly: who to contact, what to submit, and when it's due, so a payment or monthly stipend is never held up by a missed step.
ⓘ Two different offices, on purpose: Baylor VETS (Kevin Davis) handles everything except VA education benefits. Certification, your Certificate of Eligibility, and your monthly payment all belong to the VA Education Benefits Office below, which is separate from the VETS Program and now part of Baylor One Stop. If your question is about a payment or your enrollment record, start there, not with Kevin.
VA Education Benefits Office
Certifies your enrollment and processes your VA education benefit payments, including your Request for Certification (RFC), which is required every semester. This office is part of Baylor One Stop, separate from Baylor VETS, so questions about certification, payments, or your enrollment record go here.

Veteran Readiness & Employment (VR&E) VA CHAPTER 31
Who it's for: anyone with a 10%+ disability rating whose condition affects the work they can do.
Chapter 31 can pay full tuition and fees, books, and a monthly subsistence allowance, and assigns you a Vocational Rehabilitation Counselor who builds an individual plan. Generally requires a 10% rating (or a 20% memorandum rating) and use within 12 years of separation or first notice of rating. For many veterans it is a stronger benefit than the Post-9/11 GI Bill, and applying does not affect your compensation or other education benefits.
VA Form 28-1900 is the application.
